why does live me let this stuff happen

So every time when I do go live like maybe a regular stream or even an 8 beam broadcast I keep getting people who been reported multiple times and I reported them to but live me still says they need more proof for the problem like they want it to happen why not just get them off of live me if you have the camera on and not on your whole body they say put it all the way down or take it off and whatever else like dude give it up its not gonna happen so why does live me let this kind of stuff happen still what are they trying to make happen or just try and keep people on there app no matter what there doing.
